Is there anyway to unlock this iPad mini? Its iCloud locked and its running iOS8. Does anybody know a way around this or any third party software that can open it back up? I don't mind if everything gets erased and restored to factory settings. So that I can start from scratch. Its an iPad Mini 2 Wifi Model. Please and Thank You!

If you locked it, you should be able to unlock it. If you didn't lock it, contact the owner.
Nope, its a security feature.
I suppose if you go to apple with your receipt in hand to show you are the rightful owner they may. I've heard that even then that won't work for the most part.

It's my mother's, sister's, cousin's and she passed away and left this ipad in her will for me.

Going by what the OP said, he/she did not buy it yet. However, the story seems suspect either way.
Please save yourself the $50 bucks. You cannot unlock the iPad. There are several websites out there that say they can unlock it for you, for a price. This works for the poor gullible people that already fell for one trick, try not to fall for the second.
So you'd be happy knowingly paying money to a criminal who (possibly violently) stole this from someone?
