iPad mini not uploading photos to iCloud

hi,
I have an iPad mini running 10.3.3, 32gb

Having issues uploading photos into iCloud.

Please see attached photo for the issue.

Has been stuck like that for days, have tried a network reset, soft reset and turning iCloud services off and on. iCloud storage available is 49gb.

Any ideas?
