hi, just about to purchase either the ipad mini or ipad mini retina
in terms of picture quality, would i notice any difference between the two when using netflix, etc?

Side by side? Probably..

If you're asking if the first generation mini is high enough quality to watch Netflix? Yes.

Use an iPhone 3GS and then use a 4/5/5s. You will see a similar screen quality difference between the minis.

I watch Netflix on my rMini almost every day.. It looks fine to me. ATT's LTE ensures its streaming HD as well.

I use my retina Mini with Netflix all the time. My first iPad was the original Mini and it was ok on Netflix, not as good as the Retina but doable.

I never had the original Mini, but the rMini in watching Netflix and Hulu is great. I obviously could not comment on the differences in picture quality though.

Do you still get the black bars top and bottom watching Netflix? Or is it just other movies.

No you wouldn't notice a difference. You'll get (at best) HD quality video from Netflix and Hulu Plus whether you're using a regular iPad mini or a retina iPad mini.
