Is there any way to disable the scroll lock?

There's isn't such a thing on iOS. There is however a rotation lock that can be set so your iPad doesn't switch between portrait and landscape. To enable/disable this, double tap the Home button and scroll from left to right in the multitasking tray. There you will see a square icon with a circle arrow in it. Click it to lock or unlock the rotation. This will only be visible if your Side Switch is set to mute the device. To check that, go to Settings>General and look for 'Use Side Switch to'.
