iPad mini stuck at apple logo

Any one knows how to do this one?

My iPad mini LTE is stuck at apple logo.. It keeps on restarting and the apple logo is fading as seen on the video..

I tried connecting it to itunes but it gives an error probably not being detected.

Hi Captck have you tried putting the iPad in DFU mode. Then seeing if iTunes detects it. Let me know.
