Ipad Mini Update Problem

Tried to update my restore and update ipad mini to ios 9 to get it ready to sell and it is stuck on the apple logo with the progress bar at 0 and the progress bar will not move. I have tried manually updating and it says TATSU not authorized... Anybody know what I can do to either manually update it with a free third party piece of software or what else I can do. I don't need any data on it.

ETA: Never mind. It eventually went. Took forever.
