iPad Mini Wifi = iPad 4?

I know they made the WiFi better in the 4 but did the Mini get the same WiFi too?

Yup, another one of the Mini's forte's is that the wifi speeds have been upgraded. Can't say it will equal the ipad 4, but it is certainly being advertised as increased speed
