I have dual charger i used in iphone. I was informed mini included 5w so mini should charge right? But it says not charging? What could be wrong?

If its dual i don't have to switch cables. I want to know when it says does not charge does it charge slowly or does not at all? And if it's charging will it be bad for my iPad?

If it says "Not Charging" the USB port or charger isn't providing enough power to the device.

From Apple:

"Some USB 2.0 ports and accessories do not provide enough power to charge iPad. When this occurs the message "Not Charging" appears in the status bar next to the battery icon."
