Just noticed after trying my brother's iPad that his is much, much "snappier". Even after restarting my iPad his is noticeably smoother doing pretty much about anything.
First, try restoring your iPad. If you still think that yours is slower than it should be, try bringing your iPad into an Apple Store and compare it to a few demo models. If you still notice yours as bring slower, show a Genius and I'm sure you'll get a replacement if you can prove it.
Jailbreak has been proven to slow the iPhone OS down, whether on iPhone, iPod Touch and iPad. So if you restore back to vanilla condition, un-jailbreak, your device will return back to normal speed.
