I recently purchased a first generation iPad and i've went through iTunes and registered it, I notice that it doesn't charge like my iphone 4 through the USB port? Does it only charge through the wall charger?
The iPad requires much more power to charge. Some USB ports can provide enough power for the iPad, but some cannot. Even if the iPad says "Not Charging", it does charge. But at a very slow rate.
Check the make of your motherboard. I have a Gigabyte motherboard and was able to download a utility that increased the power to my USB 3.0 ports and let me charge the iPad.

many computers do not supply power to usb when sleeping.
on usb ports that only supply 500ma, the ipad can charge, but very slowly. it will only charge when the screen is not drawing power, so every time you wake it to check, it will say not charging.
some computers can supply 1000ma or more over usb.
