My iPad has been giving me a lot of trouble and will not open links within websites. I reset it to no avail. Any thoughts? I appreciate any help

Try resetting safari by clearing history and website data in Settings-Safari if that's your choice of browser.
Whilst in that part of settings check cookies are enabled and consider your pop up setting.
Try another browser such as Google Chrome.
