Immediately after updating to iPad OS 13.1 there is a settings badge which indicates an update to Apple ID settings is needed. It also says some account services will not be available until you sign in.

After successfully entering the Apple ID password and the device screen lock code, the badge reappears in about 2 minutes.

So far one service I determined that does not work is Touch ID.

Anyone else getting this?
 
What you need to do is sign out of ICloud. Reboot device, and sign back in. This fixed it for two different devices for me.
 
I debated the iCloud sign-out and back in and IMac Sam’s suggestion made me do it. That seems to have fixed the problem. Thanks, IMac Sam.
