They always seem to release an update when the new iPods come out in September, so I assume we will see like 4.1 for iPhone and 4.0 for iPad then. So second-third week of September.
I'm going to guess it will be released on or around the iPod event thats held every september (end of summer). The Back to School promotion ends Sept 7th and in the past Apple has held an event shortly after that, and during that event they release new iPods and issue new iPhone OS updates for the iPhone and iPod touch.
I'm going to bet that there will be some iPad-specific features we have yet to see. Otherwise why release 4.0 for the iPhone/iPod touch and the iPad months apart?

This was asked at the iPhone 4 OS. The reason there is a delay is because the iPhone OS 4 development team was sequestered from the iPad team. The iPhone 4 OS team has no access to the iPad until it was launched so they could not start tweaking the OS until then.
