I occasionally use film cameras and get the scans of the negs sent to me by a lab. I'll save the files to iCloud, from there, how do I import them into the Photos app? There isn't an 'always on' import option, as it appears to be conditional on plugged-in media. I can't drag and drop the folder on the Photos app, either. I can open each photo individually in the preview app, and save from there. But not that doing that for 100 photos.

Am I missing something? Or can I only do this in macOS?
 
To import photos or videos from the Files app to the Photos app on an iPad,
open the Files app, select the desired images, tap the Share button, and choose Save Image. You can also use multitasking to drag and drop files directly from the Files app into the Photos app.

Method 1: Using "Save Image" (Best for few files)
  1. Open the Files app and locate your photo/video.
  2. Tap on the photo to open it, or long-press it.
  3. Tap the Share button (square with an upward arrow).
  4. Select Save Image or Save Video.
Method 2: Selecting Multiple Files
  1. Open Files and go to the folder with your photos.
  2. Tap the three dots in the top right corner and choose Select.
  3. Tap the photos you want to import (a blue tick will appear).
  4. Tap Share at the bottom left, then choose Save [x] Images.
 
Doh ! Was trying to do it via the folders, as per macOS, rather than per selecting multiple images. Ta!
 
How about:
After opening the folder and choosing select then instead of highlighting each photo, choose select all.
