iPad Pro 10.5". GPS for navigating. Data service?

I just placed an order for the iPad Pro w/Wifi and Cellular. 1st time ever ordering an Apple product. From my research, you need the cellular option for the GPS chip functionality otherwise I would have gone wifi only.
Question--Do you need an activated sim card to use the GPS function for navigating?

Just to state the obvious - if you're using a map product, you need to preload your map data when WiFi or cellular is available. Enjoy!

Cached map data along my route, yes.

Received it today and tested the GPS functionality. Works great with the included maps app. Aerial photos too. Tested beyond wifi range and it stayed locked onto my position with great accuracy. Great screen!
GPS quickly dropped my battery level from 96% to 90% in 5 minutes.
