Hey guys. this is a video taken with the front camera on my 13" ipad pro on a low light. is this defective?

How low light?
Hard to tell as there is no subject. In the dark the sensor is cranked up to max and can exhibit some weird effects. Hard to make any judgement from your video. Get out where there is some real light and try again.
