Ipad pro 9.7 no iCloud tabs

when I press the square icon on the upper left to switch between tabs I don't see iCloud tabs that are open on my iPhone 7 plus on my ipad pro 9.7 while I can see iCloud tabs on my iPhone 7 plus
I tried switching safari off and back on in settings and even did a clean restore and it didn't help
Any suggestions?

First tap the icon in the upper right, not left (there's nothing to the left in terms of icons of that shape really) and then check at the bottom of the screen. Scroll down if necessary. Make sure you use the exact same Apple ID on all your devices too. Best success!

My system is in Hebrew that's why it's on the left
And both iphone and ipad are on the same iCloud account
