You cleared the cache and history off safari when you removed synced bookmarks and tabs iCloud, right?

Nope why would I do that? The issue seemed to be with the sync process itself. Clearing caches is a good idea if something is not loading right or crashing. Turning the iCloud sync back on will be the next test.

I only have one of my M4 iPads, but with 18.4.1 and iCloud Safari sync on the battery usage is back to normal. So something definitely was broken.
