Happens all the time to me. If you force close safari and restart it all is fine (for a while). This bug has been around since iOS 8. Very annoying that apple still have not fixed it.

I have the same issues on my ipad mini 4, ipad air 2 and ipad pro 9.7 (not sure about my wife's ipad pro 12).

I think it is more like a RAM issue. If I leave more than 3 apps running at the background. That issue appears.

The safari takes too much resource on IOS.
 
That is why it would have been nice to see Apple give us 4GB of RAM on this iPad.

Actually, this is one place where it would just be wasted RAM. Especially when you can create the tiles on the fly, while scrolling, at ~60fps in most cases. And my point is that MacRumors forum threads aren't exactly the high end of web page size, so caching the entire rendered page is a terrible idea. Think about pages that use AJAX to accomplish "infinite scrolling" (Twitter, Tumblr). Those are basically unbounded in terms of size, and yet, you still need to render them with finite memory.

Especially when folks are already complaining about tab refreshes.

Fast on the fly rendering is one major strength I appreciate about the Pro. On the Air, rendering was slow on graphics heavy pages. It's even worse on the iPad 4 and the 3 is almost unbearable. The infinite scrolling in Tumblr also gives me "A problem occurred with this webpage so it was reloaded." error messages in Safari. I typically close all background apps and do a hard reset when I start getting too many of those messages. :(

Firefox and Chrome typically use ~6GB RAM on my desktop so I'm thinking having storage-backed page file is really the only fix. Of course, that comes with its own set of issues.
 
Scrolling used to work fine, back during system 7 when we had only 1 GB of RAM. Also, other browsers work better in this regard than Safari. I think this is a software issue; and an example of Apple's less than stellar quality control.

Too bad the "problem occurred" errors just let you know a tab crashed, but doesn't help you understand why.

And here's the thing, app devs can still use storage-backed caches (and I'm curious what Safari actually does here on iOS). You just don't get it for free like you do with a page file on Mac/Win. An app I've been working on in my spare time has been using CoreData to do just that. It's a hell of a lot simpler than a browser though. Just a shame I'm about to rip all that out since the result of interacting with the cache was just confusing and not all that useful.

Just milliseconds of blank screen/stutter when first scrolling upon initial load but after that, no issues scrolling up and down on iPP 9.7 with 12 tabs open (mostly text only sites).

True but I think it might be safe to assume out of memory errors since it usually happens when I've got lots of tabs or apps open in the background and the page is particularly graphic heavy. At least with the new firmware, it's just the tab that crashes instead of the entire Safari.

It takes 1-2 seconds before images and texts show up on my iPad. I even have enough time for a screen shot of before and after.

9to5mac sometimes crash if i scroll quickly on my ipad air 2, not on ipad pro
 
Hmm, curious, how's your internet connection speed and latency? At home on 100Mbps cable + 802.11ac, didn't have a problem. On AT&T and Verizon's congested LTE networks? I'm used to seeing delays.
This is from my wifi at home. I am in Asia. I tried LTE in Hong Kong where I bought my iPad and it worked ok. There did seem to be some delays at first but then it seemed ok. I usually use wifi from home or work. Only use LTE SIM card while traveling as I do not trust public wifi.

Try iOS 10 public beta. It fixed the issue for me. It's unacceptable this bug has been in the iPad Pro since release but oh well.
 
No issues with me with either iOS 9 or 10 public beta. Of course I don't have that many apps just the ones that came with it and a few others, not a tone of them.
 
I'm SO glad this issue is finally fixed in iOS 10. So refreshing to be able to scroll pages without waiting for the them to render. Crazy it took this long to fix.
 
Just wanted to chime in and say this is does indeed seem to be fixed in iOS 10 safari (I'm in iPad Pro 12.9, iOS 10.0.2; forgot to check on 10.0.1). I browsed around several image heavy threads from other forums and browsed around, went back and forth, refreshed, etc, and pages rendered fine.

Not sure if I'll switch back as I've gotten used to chrome but if anyone else has been holding off on updating to iOS 10, this could be for you.
 
Yep, fixed! I remember taking back at least one Air, when I first started noticing this problem. Been around ever since. But with ios10 and 9.7 IPP, haven't seen it yet.
