When Im on netflix app and swipe from bottom up part way to bring up bar on bottom and hit safari it opens safari in split screen...Netflix is still open and safari is opened in a small screen..

It used to just shutdown netflix and open safari full screen, this happened after I was opening safari while playing clash of clans so I could play and search safari at the same time..Since then it does this

Are you tapping Safari or dragging Safari?

If it is a split screen, hold the bar that splits the two (the one to resize the split screen sizes) and swipe towards the netflix side. This should load safari in full screen. The issue might be that split screen windows are usually "saved" in your multitask bar.
