ipad ruined? HELP

im trying to set up a new ipad (3), but when it's activating (after wifi setup) it just restarts like the bluescreen in windows.

is there anyway to restore it.

even itunes cant set it up.

DFU (look it up on Google) and restore the OS.

If that doesn't work, make a genius bar appointment to get it replaced.
