I just got iPad 2 16gb and I was wondering if there's any security apps I should install. Also it says I only have13 gb available. Is this normal? I haven't installed any apps yet

As already said, yes it's normal. The OS has to take up some room.

If you like to keep passwords with you and a little bit more, 1Password is a great purchase. It can store passwords, log in credentials and even information like Drivers License info. All under password lock. You can set a password to open the app and a separate password to see information (passwords, CC info, notes, etc). As far as security apps for safeguarding the iPad, you're out of luck. The only option you can really resort to is "Find my iPad" from iCloud.com or from your iPhone/iPod.
