I have both iPad Air 2 and an Ipad Mini 2.
I had some images that I cropped in Photoshop to 2048x1536 for use as wallpaper on my iPads.
I also use the pexels app to download wallpaper that has a custom size of 2048x1536. When I select these pics, they show as very large on the screen and not the native resulution of 2048x1536.
How do I fix this?

Have you tried zooming out when applying the wallpaper?
 
My recommendations would be:

1- ideally, an iPad wallpaper should be square instead of rectangular
2- ideally, the image should take the parallax effect into account. iPad Air 2 = 2524 x 2524 px (Mini = 1262 x 1262 px ?)
3- apply the wallpaper while being in portrait mode. When applied in landscape, it will zoom when the iPad is rotated to portrait.

The iPad Air 2 and the iPad Mini 2 both have a screen resolution of 2048x1536 4:3 ratio.
Why should I usa a square image which is beyond the screen resolution of either iPad.
 
The iPad resolution is either 2048x1536 px (landscape) or 1536x2048 px (portrait).
The wallpaper has to suit both orientations, therefor should be a 2048x2048 px square. The device will show the center part, depending on its orientation.

Furthermore, and unless you disable the screen animations in Settings, the device needs a 2524x2524 px image in order to create the parallax effect (i.e. the homescreen app icons look like "floating in space" effect). If the image is 2048x2048 px only, the device will resize the image for you.

So, let's say you have a 2048x1536 image, and you apply it as your wallpaper in landscape orientation.
Once you rotate your device to portrait, it will resize the 1536 px height to reach a 2524 px height...


I'm attaching a simple image, I hope it will clarify what happens.
(note that the four squares in the outer corners of the image will never show on the device's screen)
