My iPad will not stay connected to Wi-Fi when it locks. I'm on 12.3.1, and it has been like this since 12.3. I assume this is an iOS problem on my device, but my phone is on the same version and doesn't have the problem. It will reconnect after unlocking the device, and I haven't been able to figure out exactly when it disconnects, but I have noticed it even after the device has only been locked for two hours.

I've gone through the usual spiel of restarting (many, many times), resetting network settings, restarting access point, etc. None of this has fixed the problem. My device has also stopped backing up automatically, because it doesn't stay connected even when connected to power.

Is anyone else experiencing this, or does anyone else have a suggested fix (other than restoring)?

I haven’t experienced any of these just yet, but as of the backup automatically thing, you can always force a backup from settings and keep the device unlocked until the backup finishes.
