I have a recently purchased Mini (r) running 7.0.4 (old stock at the store).

I have 17 apps in need of update, when I press the button to update instead the app launches.

I have powered down and up the device few times to no avail.

One app acted differently: new window showed wanting me to buy the app, I have verified the payment and then I saw text box saying update is free as I own older version.

Any ideas?
I would rather not go with iOS 8 yet.

Should I wipe the device and set it up again?

It's very likely that the app updates require iOS 8 and contain changes to make the app compatible with iOS 8. You're not even on the most current version of iOS 7, which is 7.1.2.

As an example the Kickstarter app requires OS 7.

As an example the Kickstarter app requires OS 7.
While the app may be compatible with iOS 7, the specific update may apply only to iOS 8 and require that version. You might try logging out of the app store, then logging back in. Also, have you tried updating those apps on your Mac, then syncing with your iOS device?
 
Adam, what always works for me is to visit the App Store and search for the app that needs update and click on it to view (do not click on "OPEN"). When the window pops up to describe the app, you will notice the "UPDATE" option...click on it and it will update your app. Hope this helps...
 
I was able to update few by going to App Store, search for app, select it, click update. ... Unable to update from the update section of the app.
 
Very common bug on older iOS versions. Only fix is to upgrade to the latest version . . . But for the meantime you can update your Apps using the method you described.

I have never experienced this and I have gone through 4-5 phones and used multiple iPads (home and work).

Is it bad hardware or bad software?
If software if I wipe and setup as new again I should be all right, right?

I saw this same problem when I was visiting my father-in-law. He has an iPad 2 and it was experiencing the same problem you describe. Not sure what OS he has on it, but it was quite annoying. I thought I was losing my mind.:confused:

There's been a few threads about this in the iPhone section.

I have never had it on my iPhone's but did have this issue on my iPad when running 7.0.4. Updating to iOS 8 when it became available sorted it.

In the mean time I switched on automatic updates and let it do its thing.
