iPad2 operate as hotspot like iPhone?

If I got an iPad2 with AT&T or Verizon feature, can it operate as a mini hotspot so I can connect to the internet thru it from other wireless devices?

I believe the IPhone4 does that with ios4.3, right?

Also, can you get an iPad2 dataplan without a contract from either ATT or verizon and instead just pay month to month?

No. Unfortunately, that is an iPhone-only feature.
