The iPadOS 13.1.2 Update semi bricks an iPad Air 2 by making it impossible to login into WIFI with a valid password.

The iPad will open, but unless it's a cellular version, access to the internet is impossible without access to your router. I found the following on line yesterday explaining the issue and solution.

Wi-Fi connection problems for iPad Air 2 users

Basically, the fix is to:
  1. Remove the SSID password from your router
  2. Erase and Restore the iPAD OS (the windows type solution to everything)
  3. Implement a MAC filter vs password access to your router
So at this point, selection 2 is the most viable but requires access to an iMac to connect to, (and a few hours of work I guess).

My comment to the "crack" Apple OS Certification team is be thankful Steve Jobs is no longer with you. In the "old" days someone might (should) get fired. Here's a certification test Usecase for you next time: "Install the OS update on every viable device and check to see if WIFI still works."

Sorry to hear about your problem Cayenne. Also a owner of an iPad Air 2, but not encountering any problem connecting to my Verizon Quantum FIOS Gateway Router(G1100). Surprised how smooth the new operating system is working out. Thanks for the link to AppleToolBox site.
 
Implement a MAC filter vs password access to your router
It's important to understand that MAC filtering does not provide any real security for one's network. A MAC filter will keep out only the most casual of intruders.
 
OP, did you try forgetting the network and connecting to it fresh?
 
I haven't updated our iPad Air 2s due to all the scary stories here, Twitter and other tech sites (e.g. Dutch iCulture.nl and Tweakers.net forum). The whole hassle of backup via computer and fully erase and restore would be a nightmare. I still hope Apple will finally will come with a fix for these iPad Air 2's.
 
Solution 2 is always the best solution for every major iOS update. Ipads run much, much better with a truly clean iOS install. Experienced users have been saying this for many years, because it's true. And it isn't much of a nightmare if you have your iCloud and Dropbox materials in order.

Ok, what a mess. I was able to fix the issue by erasing and restoring the iPad.

But, initially I could not connect to iTunes on my iMac with an unknown error. You need to connect to iTunes to perform an erase and restore.

Also, trying to do a full reset through the Settings App failed as well as logging into my Apple ID, WIFI, etc. Trying to enter into Recovery mode through standard button press and hold also failed. My original post comments about Apple's OS developers was re-confirmed.

So, what to do? I found this page about Unable to Enter Recovery Mode and followed the last post instructions.

Hurray, iTunes connected to the iPad and offered two choices; Restore or Update. I choose Restore and it blasted the OS and loaded a clean copy of iPadOS 13.1.2.

Once done, I "manually" did a new setup using the "original" AppleID. There are a number of steps, but the most important was choosing the last iPad backup from iCloud (hopefully you have one.)

After chugging for a while a fully functional 13.1.2 iPad Air 2 was restored with my email, apps and settings restored. If all else fails, you might give this approach a try.
