I no longer have the air 2, but I have the mini 4 with A8 and the pro 9.7 with A9X and 2GB RAM. And I actually have 2 pro 9.7 and could compare both before upgrading one from IOS 12 to ipad OS 13 earlier this year... Ipados is not slower, if anything it's slightly faster... The difference is more in multitasking (that is switching back and forth from an app to the other), that's where it seems to lag a bit more (I guess ipados takes a bit more RAM), other than that apps open as fast or faster and for me the added benefits of ipados are largely worth it....

Same experience here. iPadOS 13 runs fast but RAM management sucks. Thankfully, I don't multitask often so it's rare that I encounter this issue.
