My iPad Pro also drops from 60Hz to 30Hz with low power mode. That makes sense to me. Lower power mode prioritizes battery life over performance.
 
The iPad Pro 12.9 M1 has a 120Hz display and this update cuts the refresh rate in half. It's blatantly obvious.
 
There is a toggle to limit frame rate to 60 turn that off if it’s on, it’s under accessibility > motion

other than that, I don’t know anything about the software limiting stuff

ProMotion is not always 120Hz. It’s adaptive. So you might only get 60Hz if the image is relatively static, and 120Hz when scrolling, for example. I don’t think that web page can test that.
 
It does not look smooth anymore. It does not matter which app. It looks like 60Hz on every single app. Jesus christ, is this a bug and some are not affected by it or are there actually so many people who are that blind?

It’s not a bug. Part of the low power mode is to not drive the screen for higher refresh rate as it consumes more power.

Again, it’s NOT the issue caused by update. It’s working as intended, and Apple not supporting safari for 120hz has nothing to do with other apps. Scrolling on iPad Pro 11” 2021 always feel smoother than iPhone XS Max, and just as good on iPhone 14 Por Max.
 
I remember that even on Android, variable refresh rates devices like the S7/S8 showed 60hz on UFO while fixed refresh rate ones like the S7+/S8+ show 120hz.

What are you using to measure the display refresh rate in apps other than Safari?

Nothing, because I can't. I judge by eyes. It looks exactly the same on other Apps.

I have already mentioned that it affects every app. There is definitely something wrong. The most obvious thing is the energy saver mode, which is 30Hz now instead of 60Hz.

Well, our eyes can deceive us in so many ways, starting from persistent vision. I wouldn’t rely on my eyes to do any sort of fps observation. Also, other apps likely function differently than safari too, many of which doesn’t involve much animation if at all. But to me, genshin at 120FPS definitely feels smoother than 60fps, which is even better compared to 30fps. As such, I dont think the iPadOS update gimps the refresh rate in any meaningful way. If anything, I’d blame Apple not properly implementing their so-called swift UI, which locks refresh rate below what hardware is capable of, causing issues For many third party apps.
 
I'm thinking about to sell it, not just because of this update though. I shouldn't have assumed that an ipad with magic keyboard is some sort of a notebook replacement.

Btw, is it possible to downgrade from 16.1 to 15?

Also, yes, as long as Apple signs it, you can downgrade to 15.7. Problem is you‘ll lose your data on the iPad if you don’t have an archived backup you made before upgrading to 16.1. You can‘t restore a wiped iPad with 15.7 on it with a backup made when 16.1 was already installed.

Yeah, I also see more dimming/blurring/trailing since 16.1. it's so weird. I don't use night shift though, only dark mode.
