iPads unlocked?

Can someone tell me what "unlocked" means 😕, and if the 3G iPads that are sold in the U.S. are "unlocked"?

I have a relative wanting to buy one for each of her daughters, who live in Indonesia, Netherlands, and Laos.

They are unlocked everywhere, it means you can use micro SIMs from any network in them.
