iPhone 11 iPhone 11 boot loop.

One of our iPhone 11’s has gone into a boot loop. Data was transferred from an 8plus on ios 13. Trying to currently restore via iTunes. Anyone else with this issue?

I chatted with Apple support, went through all the restore stuff. Kept getting error 4013. They suggested I take to Best Buy, or Apple Store.

Update: exchanged for a new phone at Apple Store via Genius Bar.
