Iphone 11pro notifications with Apple Watch

Iphone 11 pro Max when in silent mode does not vibrate if my Apple Watch 4 on IOS 6 is on. I receive a notification on my watch and phone but the phone won't vibrate. If silent mode is switched off, my phone will vibrate and give an audible notification.

On My Wife's iPhone 7 and Apple Watch 1 they both vibrate.

I tried unpairing and repairing, resetting the watch, and restoring the Software. Same behavior on IOS 13.1.3 and 13.2.2. Also - notifications are 'mirror' in watch settings for messages.

Is this the normal expected behavior?

Not sure about your doubts ?
If you receive a notification while wearing your Apple Watch, you should hear it only on the watch.
For a phone call both the iPhone and the watch should ring.
