She’s asking if there’s a way to enable/use ProRes recording on the iPhone 12, 12 Pro, or 12 Pro Max, hence bypassing Apple limiting it to only the 13, 13 Pro, and 13 Pro Max.

I don't think a solution exists, I am not even sure you can jailbreak to enable this feature. If you want ProRes, get a new iPhone.
