Yes, it is change for change sake....so, they could have made the original iPhone and just left it at that....no more new models, just keep making the same one. The same for every product made....no? Why do cars have to look different every year?
Apple wants to make sure that you can show you have a new device.
People want to be able to show off they have a new device… therefore new colors, form factors or, as rumored, different position of the cameras.

When I got my 11 Pro, I can't tell you how many people would say "oh, so you got the Pro" because they saw 3 lenses. The sad part is many of these minor changes that have been going on for the last several years are rather wasteful overall. If new models (from everyone) came out every 2-3 years instead of yearly then there would be a lot less waste and impact on earth. Still, in this current era the fashion is as important (or more) than other considerations.

A smaller notch has already been rumored several times for the entire iPhone 13 lineup, but this is the first time we've heard that the rear cameras may be positioned diagonally on the standard iPhone 13 with a 6.1-inch display. By comparison, the dual Wide and Ultra Wide lenses on the standard iPhone 12 model are vertically stacked.
It's unclear why the rear cameras might be positioned diagonally on the iPhone 13, or if the design will extend to the iPhone 13 mini, but there are several camera-related changes rumored for iPhone 13 models that would perhaps necessitate the change. In January, for example, supply chain news website DigiTimes reported that sensor-shift optical image stabilization would be extended to the entire iPhone 13 lineup.
MySmartPrice does not have an established track record as it relates to renders for upcoming Apple products, so this leak should be treated with some skepticism until it is backed by other sources. Apple is currently expected to unveil the iPhone 13 lineup in September, so we're still several months away from the devices becoming official.

Disagree, I’d say that’s precisely what Apple hates to do, as opposed to other companies, that make radical changes from year to year without any reason. They only change colours and material finishes, which don’t impact ergonomics.
