Apple didn’t mention anything regarding stronger MagSafe magnets, so I would assume it’s the same as last year. But sometimes minor updates like that aren’t advertised by Apple, so we will know for sure when reviews get out
I find the current magnet strength more than enough - why do you think they need more? I use my 12 Pro in an Apple leather MagSafe case with a third-party magnetic mount in my car and it's rock solid.

I use third party clear cases generally - don't like the ring on Apple's clear case - and I'm thinking of getting the Belkin 3-in-1 charging stand, hence wanted stronger magnets due to the third party case.....

Would also shoot themselve’s in the foot. If they mad the magnets strong enough to work through any case then their case profits would tank and any money they get from 3rd Patty case certification
Comparing the clear cases for the 12 and 13 models, the stabilizer magnet on the back does look bigger/longer for the 13 models, so that gives me hope they did some sort of stealth update to the magnets in the 13 models.
MagSafe is a new ecosystem of accessories for easy attachment and faster wireless charging. With endless ways to combine, there is a mix to match any style.

“Up to 15w”
The mini capped at 12w due to the smaller capacity. But with the smaller capacity the 12w charged it in about the same time as 15w charged the bigger phones
