The iPhone 13 was a very iterative design, basically iPhone 12 rev B. I suspect the pandemic motivated Apple to work on both the 13 and 14 in lockstep just to avoid the delays and demand constraints of the 12 and 13. Hopefully this matches up with expectation and people are excited to upgrade.
