They explicitly call it USB-C with 2.0 on iPhone 15 so they technically don’t limit it. It would be different if it is promoted with USB 3.0 but only certain cables work
 
The iPhone 15 ITSELF is limited in speeds. Any compatible USB-C cord will work. So, there is no reason for a UK ban. Apple followed the letter of the law.
