iPhone 15 pro not vibrating when receiving call

I have been randomly having a problem when receiving a call:

- iPhone 15 pro
- set on silent and vibrate

When I receive a call the phone doesn’t vibrate and neither does my watch. The call shows on the screen of both and I can pick it up if I see it.

The frustrating thing is that I can’t replicate it on demand. If I call my own phone another time both will vibrate. Do others have this problem?

I have noticed this on my 13 pro. Or my watch will vibrate once like a text message but it’s a call coming in.
