Same here, once it activated cellular, I waited about 30 minutes, googled, found this thread, turned it off and back on, all is good.

Thank you all for creating this thread. I would have gotten there eventually, but probably would have waited much longer to do so.

Personally, I think just doing the manual setup is the way to go. I just received my new phone a couple hours ago, got hung up the cellular set up complete phase like everyone else here; then my phone wouldn't read the blue circle thingy. Going manual setup from icloud backup seems to be the way to go. It does seem to take forever for things to port over to the new phone — especially your text messages. I know that I received 6 texts on my old phone while I was trying to set up the new one, and none of those messages have moved over yet — I did get the Yeah, you got a new phone text, but nothing else...yet. Hopefully the setup glitch/hangup will be fixed with the new update. Of course, I'm still waiting for the backup to finish before I check the 2 setting messages I see in the red balloon, which hopefully will be the 18.1 update. But, at least things seem to be moving along, slowly but surely. Good luck folks!
 
Having a really bad experience transferring 14 Pro Max -> 16 Pro Max. I was stuck on the cellular setup for a long time. I reset the new phone now I'm stuck on "setting up your account". If nothing changes in the next 10 mins will reset again and do it through iCloud.

Edit: Finally got through it by doing the iCloud restore. Maybe day one problems but every step of the way had problems. Even when I got it restored my Watch would not sync, and Messages did not automatically restore from iCloud.

I had a failed to activate e-sim/cellular but then it worked cause I received a phone call on it during the download of 18.4 beta which then bricked the phone. Had to go to Apple and have them redo the software (wipe it) and start over. Was in the store for almost 3 hours.
 
I can't get past the "Setting up your account..." screen. I've tried rebooting the new 16 Pro Max multiple times with no success. Not sure what to do at this point except go to the Apple Store tomorrow.
 
But I’m currently stuck in a faceid loop? If I try to unlock it it flickers from unlocked to locked in half a second and I can’t do anything. I can’t even restart it at this point because if I hold down the 2 buttons the power down screen shows for half a second then a spinner comes up and it’s back locked. If I keep holding it doesn’t force restart…. So this is great, they did something wrong here.
Did you ever find a solution to this FaceID loop? I'm stuck here and can't seem to find an answer anywhere.

I had to plug it into pc and put it in dfu mode and restore it like 3 times with windows apple software.
