If the leaks are to be believed the 18 Pros will use a Qualcomm SDX80M.

This is the same Qualcomm modem used in the iPhone 17 Pros.

If Apple plans on launching any new 5G and/or Satellite features this year, it sets the 17 Pros up quite nicely.
 
They may not feel like the C modems are ready for hundreds of thousands of devices.

"Based on the details we’ve received in an email, we believe that the C2 versions of the iPhone 18 Pro are destined for markets where there’s no mmWave support, whereas variants featuring Qualcomm’s Snapdragon 5G modem will be intended to be sold in the U.S."

There will be more 18's worldwide with the C2 than without.

If the iPhone 18 Pro really sticks with the same Qualcomm modem, it could mean the iPhone 17 Pro still has plenty of hardware headroom. Any new 5G or satellite features might end up being enabled through software or carrier support rather than requiring a new modem. Of course, it's all speculation until Apple announces the details.
