iPhone 2g question

Hi Guys sorry ifthus question was asked before

But my cousin overseas restored his iPhone 2g to the latest firmware he didn't know that the phone was carrier locked to AT&T and now he is stuck on the activation screen. Is it possible to bypass that screen with out an AT&T sim card?
