To upgrade to 3.0, simple attach the iPhone to a Computer running iTunes, have it sync, then click on upgrade.

As for jailbreaking.... it is not worth it, at least, not yet.

In my opinion it's worth it, to be able to customise the phone how I want.

It's very simple on 3.0, after upgrading with iTunes, run RedSn0w and you'll be done. iTunes will back up the phone before it upgrades, so after RedSn0w you can restore your contacts, messages etc.

Redsn0w will jailbreak any firmware 3.0+ that you want, it is very simple. QuickPwn is for any firmware prior to 3.0. I love jailbreaking especially because my phone has to be unlocked. Do it. :)
