iPhone 3.0 OS Via Windows?

I guess you can update via windows, or am I wrong? and also, do you need a dev certificate to install it as I am getting mixed replies
 
Already answered:

Get a dev cert and submit your UDID.
Obtain firmware in IPSW format.
Shift click update in iTunes, browse to your file.
