No, what this is really for is family members on family plans. If you want to buy the phone for a non-family member or someone not on your account, you'll have to buy the iPhone 3G gift card. This all makes sense, seeing as AT&T isn't selling and wouldn't sell an Apple iPhone Gift Card in their stores, seeing as no one could use it at their stores.
