My daughther lost her mp3 player today and my wife is due next month for a phone upgrade, so I'm thinking about giving the old phone to my daughter.

I'm wondering will an IPhone 3G without a SIM card work just as an ITouch with the ability to access ITunes via WiFi?

Yes. That is the function of my iPhone 3G right now. No sim inserted. But it cannot be restored without a sim card.

Any valid SIM card from your carrier if it is carrier locked. In the US that would be for the AT&T iPhone 3G.

If you do a restore as a new device it will want to do a quick activation and needs a valid SIM, it could be a used SIM, active SIM or new unactivated. It does not matter if it is activated or not since you are only going to use the "non-phone" features.
