iPhone 3GS - iTunes only showing iOS 3.1.3 as available

Hi guys,

Does the phone need to be on v3.1.3 before iOS 4 becomes available via iTunes? I'm running 3.1.2 still and it's only showing 3.1.3 as the current available update. I am running iTunes 9.2.
