I bought my AT&T iPhone 3GS in the US and brought it back to the Philippines. It was locked into AT&T. I am already on iOS 6. I paid 25 bucks for somebody in the internet to get it unlocked and voila after 8 hours and an iTunes restore my 3GS is carrier unlocked.

The longest that I have waited for the unlock information was a whole day.
I thought about jailbreaking it, but updates always break the JB so I said to myself it is not worth it. I'd rather pay for a carrier permanent unlock than lose time and effort with every OS update.
If it is a 3GS with the old boot-rom, depending on production date, you can upgrade to the ipad BB and then downgrade to 05.13.04 BB which can be unlocked with ultrasn0w with full GOS functionality.
The other option is an IMEI unlock luke already mentioned.

Probably something in that thread for just about every carrier - but know that unlocks for some carriers are very expensive.
If your carrier is very expensive, you simply chose the wrong phone to purchase/unlock.
