Yes, iPhone OS 4.0 beta 2 has been released as well.

No, you have to download the latest OS beta from the Apple developer site.

I'm at work and will not be able to install this update until I get home. For those who have access to it now what improvements are noticeable? I found beta 1 to be extremely unstable so I downgraded to 3.1.3. I don't want to install this one until I know a lot of improvements have been made.

Did you read the release notes? There are some "have-to-do"s in the upgrade section.

The SDK release notes give some specific instructions on how to upgrade. It mentions something about turning off passcode before upgrading.

Read the release notes under Important Note About Upgrading From Beta 1 to Beta 2

I almost missed those. Not sure of it is your problem or not, but worth a shot.
