iPhone 4 back camera blurry

The front camera works perfectly fine. I removed the plastic strip on the back when I first got the phone. The camera lens looks scratched up and the pictures come out really foggy and blurry.

Can I take it to the Apple store and get it replaced?

I don't think they will replace it for scratching because how can you prove you didn't do it. If you complain about the home button being unresponsive intermittently, they will probably give you a replacement free.
