I am no expert but I was able to upgrade from iOS3 to iOS4 because I had the shsh files AND the proper *.ispw file. I wanted a newer iOS but had no shsh files so could not (I could have upgraded to very latest however).

So if you in fact have iOS6 shsh files and the ispw file this should work for you.

IOS 6.1.3 is NOT jail breakable.
Go to 6.1.2 if you can.
    if not, stay on 5.0.1

ios 7 is too much for the almost 4yo iphone 4
